L.A. City Council votes on mandating air conditioning in all rental units

The Los Angeles City Council on Wednesday voted to move forward with a plan to have mandatory air conditioning in all rental units in the city.The council unanimously voted on the plan in an attempt to address increased emergency room visits during heat waves.The motion would require that landlords or property managers install cooling units in rentals. It also calls on the city attorney and L.A.’s housing department to weigh in on options to amend the existing code to require ample cooling appliances in those properties, as well as possible funding sources.Many landlords, however, have expressed concerns over the proposal, saying it will be a financial burden and are urging the committee to pursue other options, like broadening access to cooling centers with free transit for renters.Some landlords feel they may have to sell their properties if the motion passes because they won’t be able to afford new installation.Wednesday’s vote is just one step in the process to get the motion pa...2 teens arrested in man's murder at Surfer's Point in Ventura

A 17-year-old and a 15-year-old have been arrested by Ventura police in connection with the murder of a man in mid-April.The unidentified teen boys are accused of stabbing 39-year-old Raymond Morales on the evening of April 11 at Surfer's Point, a popular seaside park near the Ventura Pier.Morales was found stabbed multiple times in the chest and was taken to the Ventura County Medical Center where he later died.Investigators said at the time that two assailants approached Morales as he sat at a picnic table and were involved in some type of altercation. Morales was stabbed several times and his attackers fled in a vehicle.On Wednesday, the Ventura Police Department announced that two teens were arrested and face charges in the slaying.The 17-year-old was already in custody at juvenile hall on an unrelated charge. (KRON) -- A Monterey County Sheriff's deputy was reportedly shot and a suspect is currently barricaded inside a building in Salinas. Wednesday's shooting prompted shelter-in-place orders for the surrounding area. A standoff between law enforcement officers and the suspected shooter is underway in the area of East Market and Sun streets. Sheriff Tina Nieto declined to confirm if the deputy was attempting to serve an eviction notice to a resident before he was injured. The sheriff said, "It was a police type of action. It has had a tragic consequence. COLUMBIA, Mo. (AP) — A federal judge on Wednesday halted next week’s scheduled execution of a man convicted of killing two Missouri jailers amid questions about the literacy of a juror in the case. U.S. District Judge Stephen Bough ruled that Michael Andrew Tisius’ execution at the state prison in Bonne Terre should be delayed to give the court time for a hearing on the juror. The delay comes after Tisius’ lawyers earlier this month claimed a juror in his 2010 resentencing could not read or write. Missouri law requires jurors to be able to read and speak English.
