ALBANY, N.Y. (WTEN) -- It’s been just over a year since the state implemented the HALT Act; limiting the time an incarcerated person spends in solitary confinement to 15 days. Some say the bill makes prisons more dangerous, but others think it’s necessary to maintain the mental and physical health for incarcerated people. The year prior, that number was 2,375. A 33% jump in overall violence. It’s something the Correction’s Officers union sees first hand. ALBANY, N.Y. (NEWS10) -- It’s not surprising some still think a fire should be solved in the time it takes to watch an episode of CSI or Forensic Files. Investigations Chief Bill McGovern with the NYS Office of Fire Prevention and Control says he’s heard it all before."I do shake my head often. Television is entertainment, and I'll leave it at that," Chief McGovern laughs to NEWS10's Mikhaela Singleton. "I think oftentimes people assume fire investigations happen rapidly. It is a painstaking process. It does take some time. People also assume all of the evidence is burnt up in the fire."Chief McGovern describes a fire scene like a puzzle—one that was much harder to solve when he first started volunteering in the 90s."It used to be things were passed down as lore or tradition and we are now forced to back up our findings. SARATOGA SPRINGS, N.Y. (NEWS10) - On Friday, the city of Saratoga Springs announced the start date for a new construction project that will give a new home to a classic sport on four wheels. The city recreation department and department of public works are building a new skate park starting next week. Construction will begin on Monday, April 10 on the new Saratoga Skatepark, being constructed at East Side Recreation Center as a fully modern concrete skate park. Saratoga's original skate park was built in 1989, made of wood. CLAYTON, Mo. -- A man wanted for a brutal Fenton convenience store robbery and home burglary is being held on a $50,000 cash-only bond. The St. Louis County Prosecuting Attorney’s Office has charged Marcus Rogers, 49, of robbery and armed criminal action.Court documents state that Amy Anderson, 35, was working as a gas station clerk at the Phillips 66 in Fenton on April 1, 2023. She asked him if he had everything he needed, and Rogers then beat her with a six-pack of soda. He repeatedly hit he in the head with the cans. Clerk lucky to be alive after brutal gas station robbery in Fenton Anderson suffered from a head injury, a broken arm, and multiple stitches to her head, lip, and eye. The Los Angeles Police Department is in pursuit of an attempted murder suspect throughout Los Angeles Friday afternoon. The driver was in a silver or champagne-colored four-door pickup truck that had already suffered some damage, including to its tires.After about 20 minutes, the driver entered Inglewood and drove at a slower pace through a residential area.Even after leaving the residential area, the truck continued at speeds of about 20 mph, though the vehicle had a noticeable lean toward its right side.Once the truck left Inglewood, the driver began intentionally ramming other vehicles that were in its way. When that didn't work, three people ran from the pickup.One person then hopped into another vehicle, an SUV, which police also pursued. It is unclear if it was the driver who ended up in the second vehicle, or a passenger.
